`POST /notifications/devices`

Register an FCM registration token for the subject user.

Idempotent — re-sending the same token refreshes it. If the token was
previously registered to a different user (the device was handed over, or
someone logged out and back in), ownership moves to the subject user so the
previous owner stops receiving that device's notifications.

- `X-App-Id` (`register_device.header.X-App-Id`; any of, optional)

## Request body

- `token` (`register_device.token`; string, required) — FCM registration token.
  - minLength 1; maxLength 4096
- `platform` (`register_device.platform`; any of, optional) — Informational only — FCM routes by token, not by this field.
  - any of: `string`, `null`
