`PUT /minds/{mind_id}/skills`

Set the mind's skill tags to exactly this list.

A mind may only carry its **owner's** skills; naming anyone else's is a
404 that says which, rather than a silent drop — a skill the caller
believes they tagged, which never reaches a prompt, produces a confident
answer under the wrong instructions.
